"underperforming employees" has nothing to do with it. My money is that everyone that gets let go performs just fine. They will be replaced by cheaper labor.

Can't they just admit that they are replacing their employees with AI? Also the cuts are happening across the whole company:

What AI? None of the AI that Microsoft or even anyone has currently is even remotely good at replacing a single human worker, let alone multiple.

When has a human worker ever been replaced with AI? I haven’t seen that happen anywhere.
