Just did a quick search, found this [1] article.

The 25/3 definition was set in 2015

It had been set to 4/1 in 2010

In 1996 the original definition was 200k/200k.

This seems to be a moving target and there is no reason to believe it won't continue to be updated.

Yes but since we know that the target will get higher, why should we wait for problem to happen instead of fixing it before it happens?

It seems reasonable to “overbuild” infrastructure in this case.
